After a lifetime of neighborhood revitalization efforts, Julius Zsako demystifies the plague of graffiti vandalism and offers us hope for the future.
Julius first noticed and removed graffiti scrawled on buildings adjacent to Cleveland’s rapid transit right-of-way. After earning his Master of Science in Urban Studies from Cleveland State University, he worked for eleven years with a civic group that sought to enhance the economic development potential of Cleveland, Ohio by beautifying property adjacent to major thoroughfares and along the rapid transit corridor. This involved building community partnerships in order to establish murals, plant ten thousand trees and shrubs, and remove thousands of tons of illegally discarded waste.
Julius then led graffiti prevention and removal efforts at Keep Denver Beautiful, and later supervised property maintenance and zoning code enforcement for the City of Denver. He organized national graffiti conferences to explore solutions to graffiti, gained the adoption of ordinances that limited the access of children to graffiti tools, and established minimum penalties for vandalism.
Julius has observed graffiti in rural and urban locations throughout the United States. He has traveled across Europe and into Asia where he was struck by the similarities in modern day graffiti.
Julius was recognized with the GRAFFITI FIGHTER AWARD for outstanding graffiti abatement efforts at the 1st Annual Zero Graffiti International Conference presented by Stop Urban Blight and the City of San Francisco in 2013. “Graffiti crimes of vandalism are estimated to have a national price tag of $20 billion annually,” stated Drew Lindner, chairman of Stop Urban Blight. “Mr. Zsako’s new book was credited at Zero Graffiti International with elevating the national conversation about the control and prevention of graffiti vandalism,” Lindner said.

Julius was recognized by Denver’s coalition of neighborhood organizations with the “2010 Neighborhood Star Award” of Inter-Neighborhood Cooperation for his unparalleled commitment as a government official to foster productive neighborhood engagement.
The American Public Works Association presented Julius with the National Management Achievement Award in recognition of his efforts to enhance Denver service delivery, reduce conflict and improve communications with an “Advisory Series” for property maintenance and Zoning matters.
The Denver Regional Council of Governments recognized Julius and his colleagues for their unprecedented community involvement in the Denver Zoning Code Update which engaged nearly 40,000 citizens.
His greatest thrill was being on the White House lawn with co-workers to receive the Take Pride in America Award for extensive neighborhood beautification efforts in Cleveland, Ohio. Former President George H. W. Bush congratulated his team on their achievement and challenged them to do more.
